NPCs shoot at player legs and not at head

Describe the bug

For some reason in P2CE NPCs shoot at player legs, while in Half Life 2 (and Portal) they always try to shoot at head, for give as much damage as possible (player have head hitbox which does more damage if bullet hit it). Half Life 2.

1. Open any map with Half Life 2 NPCs that hate you and that can use guns (d1_canals01a for example).
2. Find an enemy.
3. Pay attention he shoots it at the legs.
