Player don't low weapons if look at friendly NPC

Describe the bug

In Half Life 2 and Portal player low weapon with idletolow animation if look at friendly NPC, use lowidle if still look at friendly NPC, if player stop look at friendly NPC - playing lowtoidle and game start use default idle animations. In P2CE it's just not work.

To Reproduce

1. Open map d3_c17_09.
2. Enter in console use weapon_pistol.
3. Find a citizen.
4. Look at citizen.
5. Pay attentin that player weapon not lowed.
