Game has to be unpaused twice (staging + panorama) #1506

Describe the bug

On the staging branch in Panorama mode, pressing escape to unpause the game will hide the menu, but escape must be pressed again for the game to actually unpause. Pressing the console key unpauses instantly.

To Reproduce

  1. Load into any map in singleplayer
  2. Pause the game
  3. Unpause the game
  4. It doesn't fully unpause, you have to press escape again
