Portal gun muzzle flash is missing #917

Describe the bug

Regardless of being in -tools mode or not, there is no muzzle flash when firing portals.

Issue Map

Any map with the portal gun

To Reproduce

  1. Start game (without -tools if StrataSource/Engine#881 is not fixed yet)
  2. Open any map
  3. If not picked up, give portal gun
  4. Fire
  5. No muzzle flash particles

Windows 10

The first issue listed is already an issue: StrataSource/Engine#881 Will edit this issue to explicitly be about the second issue listed, which is not a duplicate.
