Realised the config for this is Typescript only. This splits up the rules so Javascript files work okay as well.
To be merged after max's branch is in. Also note, there may be some errors ESLint flags with this new config if they're not all fixed in review of max's branch, if CI fails I'll fix whatever's left (though others are welcome to instead)
