A couple of follow up questions that might help us reproduce the issue on our end:
Jira > 7.6.1 Pluggin > 3.1.6
Seems to always happen, we just purchased the product about a month ago. I'll ask my team to bring up the console next time & send over the network trace.
We noticed a JS error could cause this and just released a fix. Could you try updating the add-on to version 3.1.7
? We tested the new version with JIRA 7.6.1 and it worked, so I hope it solves it for you too!

I'm having users complain that the plugin does not load after clicking the Track Time button. Here is an example of where it hangs:
We are using Jira Server & the latest version of Chrome.
