Develop chrono namespace tests #42

@shomagan I pushed some more test skeletons. Can you work on the tests for api-chrono-test?

They should be pretty straightforward. You will need to pull and build the latest version of the StratifyAPI to get everything working.

to work with "Time", need a RTC module, I can try to add initialization and api for the STM, if you tell the implementation steps what first and foremost and what to the second (by the example of the LPC as it understood there is already added).
