Build scripts for recent releases (5.38.2, 5.36.3) #171

These were all built directly on a machine instead of on the docker containers.

I have interest in this getting merged, I think would be interesting that every time a new strawberry perl gets released at least the master branch of strawberry perl matches what got released and ideally also the cpan package.
