The readme contains instructions that are probably obviated by the dockerfile in the spbuild repo. For example the dockerfile gets the more recent compiler versions.
Assuming docker is to be treated as the canonical way of building the extlibs, the readme for this repo can be updated to point the reader to the spbuild repo. Some of the generic info such as explaining the dllsuffix can be left here.
Having a single point of truth will simplify the process for new contributors.
