Update to netcdf 4.9.2 #45

And associated compiler settings so it works with gcc 11, 12 and 13.

The patch affects only the cmake files so is probably not needed since compilation uses autotools.
It is otherwise harmless.

Fixes #42

Three of those patches don't look right. Can you take a look?

Sorry - need to rebase my local branch onto master.
