Provide changelog #914

Hi,

First of all, thanks for the great project. I only miss one thing. The project is very actively developed and, without looking at every commit, we can't know what was changed/fixed. This is, IMO, very frustrating. Linking https://github.com/jlund/streisand/issues/513, we don't know when our Streisand instance gets outdated, at least feature-wise. I think providing a changelog, with versions and git tags would be a great addition.

What do you think?

@marvinroger Totally agree :-) @jlund is working on a retroactive changelog but it's a big undertaking.

I'm hopeful that after we land modularization that I can focus on sketching out a release management process so that it's easier to manage support & keep track of the pace of development.

Thanks for opening the issue. It's good to know that there is appetite for a changelog to motivate the work.
