List Stream API does not have "streams" tag in JSON returned if no streams present

Terry identified a problem in the List Stream API when there are no streams present. The "streams" JSON field is not returned.

It should be returned with an empty array.

Turns out I never finished implementing the Get Stream List API

It's done now.
