Add PyPI package #7

The name ertk is currently blocked per https://github.com/pypa/warehouse/issues/10810. I've put in a request at https://github.com/pypa/pypi-support/issues/1711 for it to be reassigned to me. After that's gone through I will upload the package to PyPI.
