allow color edit of existing maps persist for the map #80

Maybe add new role like pancanAtlas-edit to make permanent.

It would also be nice if dynamic color changes are saved to state and so to the bookmark.

colors now persist for users with edit ability We still want to save dynamic color changes to state & bookmarks.
