Add a new option to allow for output to be redirected to an output panel.

Made a minor change to the if statement. Hope you don't mind.

With the current behaviour, I suggest making output_to_panel default to True.
The behaviour is that when both output_to_panel and output_to_window are True-ish, the output is shown in the window (new-file-view), not a panel. This should be documented.
- Both these options and their behaviour should be documented.

Improvements suggested (For this PR):

Marking the view as a scratch view.
Printing [done] when the vagrant process exits, with an exit code it exits with a non-zero exit code.
