Fix windows encode issue. #3

maybe the encode issue is only on windows. so i fix it for windows.

Can you please give me directions how do you install the python on windows, I'll try these patches on windows, and also can you please send me (troex@fury.scancode.ru) some zipped/tar'ed files with Chinese filenames.

Sorry I have no time to test it right now, but I'll definitely do it when I have time for elFinder
