This happens on a US keyboard.
To reproduce with a DE keyboard (tested on MacOS + Windows 10 with external DE keyboard):

on the DE keyboard results in a :
character.-
on the DE keyboard results in a /

When entering a URL manually (e.g. http://example.com), a slash ('/') is treated as hash-character ('#') and the tagging UI shows up.
