Update for SL4 #9

Users can directly set env variables using the normal settings. Plugins can provide a default for that.

Here I point 'HAML_LINT_RUBOCOP_CONF' to a std rubo config file sitting in the project root.

Thanks for this. However I no longer use Sublime Text (and never used Sublime Text 4).

Would you be interested in taking over this plugin as I don't think it still makes sense for me to maintain it.

If not, have you tested if this still works with previous versions of Sublime Text? Not sure about compatibility but would it be necesary to still support Sublime Text 3 (or even 2)?

I don't use ruby, I'm from the SublimeLinter team. LOL

@nhoffman brought up the issue, so he could test this and maybe maintain.

Maybe @braver wants to take it into the SublimeLinter org.

I still don't have Ruby and cannot test this. I probably just wrote it directly on GitHub, lol.
