build support fails on ST3 #16

Currently PackageControl allows you to install this (and lists it as ST3 compatible) but running Build (Ctrl+B) the package complains about not being able to find the .bat file.

Just checked this out on ST3 portable. It's not working because the package isn't extracted, if you download and extract the repo to "Packages\NSIS" under the ST3 data folder it works perfectly.

Fixed with commit 34e2bfc16c88742438fc909a11c1deea75912d9a, packages are now extracted after downloading with package control.
