Settings tweaks

• Edit settings using edit_settings command for side-by-side comparisons
• Existing enabled setting is considered global setting
• Global enabled controlled via settings file
• Global enable exposed in Preferences > Package Settings menu
• Adds per-view enabling (View > Word Highlight)
