As a shop admin, Free plan subscribers show when clicking 'show active' or add show free subscribers filter #1384

Is your feature request related to a problem? Please describe. Currently, as a shop owner when visiting admin/subscribers subscribers with free plan(s) are not listen under the 'show active' filter. They are visible when the shop owner clicks 'show all'

Describe the solution you'd like Decide whether to include free plans in the 'show active' , keep as is, and/or introduce 'show free plan subscribers' filter.
