Is your feature request related to a problem? Please describe.

If webhook transactions are successfully reported back as success (200 OK), in the event of transaction events not being persisted (e.g. not persisted, out of disk space , data loss) there still needs to be a means to backfill transaction data from the payment provider such as Stripe.

Describe the solution you'd like As an operator, I can hit an api endpoint to begin back-filling transaction data in an idempotent way.
