chore(ci): update .readthedocs.yaml format #350

ReadTheDocs is deprecating our current format (and a brownout is currently in progress, yipee): https://blog.readthedocs.com/use-build-os-config/

This updates the format of our .readthedocs.yaml to address this deprecation.
