Try Tools > Beautify time codes. (And/or enable its toolbar button in the Settings.)
You can then click "Edit profile" and load the Netflix preset. Afterwards, you can process the whole file automatically.
This will also enable snapping to 2 frames before shot changes in the wave form.

I working for a client that does not provide a paid program to use and I would like to know if I can do the following.
Once the shot changes are detected, I want to set SubtitleEdit to 1. automatically move subtitles to shot changes. In my case, I would tell it that for every Start-Time less than 12 frames (before or after) from a shot change, to move the start time directly to the first frame of the next shot. However, for any End-Time less than 12 frames from a shot change, it should be moved 2 frames before the shot change. That's because the start of the next subtitle would start at the shot change and there should be minimum 2 gaps between subtitles so the end of the previous subtitle would naturally sit two frames before. This would be done with a press of a button or also manually, where the Start and End times would snap according to what I've described.
Is it already possible to do this? I'm trying to see if I can get away with not buying an Ooona subscription.
