Tools Tips: popup behavior to be more consistent

Tooltips aren't working properly. We fix them or it might be easier to.

Maybe a floating panel with close icon? panels may include;

1. Build number, Community link, Educational links, developers, contributor credits.
2. Hotkey cheat sheet.
3. Promotional Banners (opertubity for outside advertisers to pay us) Addon recommendations.

The panel we can just have an expanding window that shows hotkeys tooltips for

@SuddenDevelopment what can we do to make tooltips more constant and faster to pop up on screen?

To me, it's kind of hit-and-miss. Sometimes they pop up, sometimes they don't.

I dont know. I looked at it a couple times. I know enough to know it will take at least a couple days to figure out and there's a lot of other things with bigger impact we could accomplish in that timeframe.
