[Feature] : Add a component to view Notes and PYQs on Notes page.

Issue Description:

Implement the given UI design on the notes page. ( https://tesla-nitp.vercel.app/resources/notes ),

• Do not use global styling.
• Only use TailwindCSS for styling.
• The design implementation should be matching to the provided UI.
• The component should be fully responsive.
• Please follow the color scheme of the project.
• Do not install unnecessary packages.
• Also implement form handling.
