How do we handle the `tag` expression action input for tag expressions in manual workflow runs? #803

[Do we add tag as in input to the action (with with), or just let it sit in the ether as a plain old input, as we do now?]

it's a not-formally-listed input to our action.yml; it's not listed in the inputs section, it's only referred to within the action itself, kinda like a global. I just only realized that now, it's not really related to this PR.
