Made the large mistake of assuming that users and other_parties would only contain the new parties when filing into an existing case: that's not true though: those parties names will often be in the assembled documents, so need to be in users and other_parties as normal for e-filing and non-efiling fallbacks. Now, whether a party is added to the case is controlled by the is_new attribute on each ALIndividual.
