initial upgrades and config

This is an initial PR to upgrade dependencies and configs for development

Major changes:

• Upgrade major dependencies (next, react, typescript, lint)
• migration to yarn berry
• Update eslint rules
• Add packages and config for prettier
• Add recommended vscode settings
• fix tsconfig issues

Review steps:

• Verify config settings are desired
• App should run with yarn dev as expected. Nothing should change within the application

Note: File and LoC changes are inflated due to yarn berry requiring inclusion of .yarn directory files

We're not going to use netflify for the live deploy, but it looks like the build failed? Do we need to just update the tests?

We'll want to just disable that check if we dont want to use netflify to preview deployments, otherwise i'll need access to modify some configs
