jest init #25

Adds jest so we can add unit tests as we continue deveopment

Changes:

Jest packages added
config and mock files added
Some basic initial jest tests added in tests/index
Added yarn test to the ci.yaml workflow

Note: This added a handful of packages for jest setup, so many yarn file changes will be reflected

Tests can be seen passing as a step on the build workflow attached to this PR.
