Setup: Org secrets

• [x] Allow organizations to set secrets.
• [x] Allow repos to just set secrets.
• [x] Allow packages that already have secrets to skip secrets questions so contributors that don't have admin access can add tests to repos.

IGNORE THE BELOW

• Separate out the stuff for secrets into its own thing.
• Make a question for just the repo address.
• Ask if their interviews belong to an org.
• Ask if the org already has the four secrets necessary for an org:
  • PLAYGROUND_EMAIL
  • PLAYGROUND_PASSWORD
  • PLAYGROUND_ID
  • SERVER_URL
• If the org doesn't have them yet, offer the person a link to give to their admin to just set up the secrets.
• If their org has all those secrets, just get the repo address
