Allow some simple customizations of the "Next steps" document and let the user know it's being generated #839

Adds the ability to customize some key words in the draft instructions and to customize a little bit of the instructions, including "what can the judge do", "what happens next" and "what happens if i win" as well as a link with a QR code to more information.

The next steps documents can also be disabled if the author desires.
