Remove ALAnyState from default dependencies #906

ALAnyState is never meant to be a dependency, but I did want to let people copy and fork that code to work for their own use cases.

Specifically, the code in al_court.py falls out of date from the code in Assembly Line but also overrides AssemblyLine's version. Related to the idea we've had a few times to help people make their own state package.

Sorry, I got mixed up here. We can keep ALAnyState. We should remove Alcourts from that repo; I suspect I just copied AlThemeTemplate as the starting point and there was never a reason to have it in both repos.
