Consider putting the header information into a separate file, maybe named `shortlabel_metadata.yml`? #916

When new students open up the YAML that the weaver produces, it might be nice if the top most information was something they recognized and could easily edit.

The downside of this is the extra complexity of having multiple YAML files.
