fix other taxes in list collect for jobs #7

question id: job list collect insists on asking for amount even when answered no.

fix by -removing yesno field, since default = 0, but text field is required -adding conditional logic to question order to set default value without asking for variable

Specify federal tax fields. ex. withholding, or specify deductions.
