Can't attach a service contact to a party on a case

What were the rules here again? I didn't think you were supposed to be able to attach a service contact to an already existing case party?

Also, got an error at the end of the process: Required:

• service_contacts[i].party_association: Party association can only be parties in the current filing
• service_contacts[i].party_association: Party association can only be parties in the current filing

I think some previous fixes helped this. I did end up making the service contact page clearer
