Makes it possible to do multiple distinct case searches in a single case (such
as a search in the housing and appeals court at the same times), and generally
can be more reliable when combined with review screens and recomputation.
Other misc things:
makes everything use tyler_case_type. Might decide it's a bad name, but it's the important one for now.
the filter_codes helper function, makes it a lot easier to get the right code that you want in not as many lines
