That is, should email be required?
If we offer them messages in both email and text, should we have an option for 'both'?
Clarification:
One suggestion is that if they don't list an email for the court, we could ask if they want us to give an email or phone number just for the link and/or notifications.
If no cell or email given and codefendant exists, create new screen that displays interview link and asks user if they want it sent to an sms or email so they can get back.
Should not require email or mobile.
If they provide both email and SMS send to both to avoid asking another questions and ensure they receive it.

It should send to the contact information input, or both if given. An email A text Send to both if they're available
A warning when they have not given an email or smart phone number-- yes, we discussed this. Need a follow-up warning screen to advise they should give us an email/sms for reminders. See #17
