Move the asterisk so the user does not think they also have to choose from the dropdown in addition to the recommended courts

The court pointed out that the asterisk remains even if courts are included as a radio list based on the user's address, in which case the drop-down menu is optional—the user only needs to use it if they want to select a different court than the ones highlighted.
