567 and 477 defendant info addenda #662

Waiting @kateleebarry's review of the concept of limiting 3 fields w maxlength then however characters are left over from those 3 fields are used to limit the final field. Problem with short demo code is holding up review.

We may need to change character limits for where to find defendant information fields - waiting to run by @kateleebarry but let's merge for now so we can carry on.
