Exhibits only appear when clicking document on page with pdf_concatenate. Options to download in PDF or DOCX don't show exhibits. How do we fix these links?
Is it possible to separate the review screens for the Motion to Stay and the Notice of Appeal? Could/Should they be on the same screen? They currently pdf_concatenate() into the same document even though they are separate documents on the download screen. Is the id: noa confirmation insufficient?

I think our plan is to (eventually) turn off the links on the bottom altogether, although we do need to come up with a replacement. @plocket was working on one way to do it

Point 1 seems to be addressed, and point 2 is a duplicate of #27 (which will likely keep the documents on the same review screen), closing this to keep discussion in one place.
