We don't currently have a good example of payments flow for e-filing right now, since we have to send people to Tyler. Currently there is an early kickout screen for payments (similar to the IL Appearance), we should figure out how to best add a payments flow and use it here instead of the kickout.

This is fixed in #61 now, which contains payment workflows for all of Tyler's accepted payment accounts.
