Use the Kiln framework to add at least one automated test to this repository

Note: this repo has a Kiln test, it just hasn't been set up to run regularly. @BryceStevenWilley I am setting up some automated tracking projects. If this already has a test we can close the issue; the automation will be a bit overbroad although I am filtering it to repos that are published on courtformsonline.org.
