make docket number conditional #31

add a question that asks if they already have a case or they are asking for service on a new case if user says they are asking to provide service on a new case do not ask docket number

docket_number is now a list collect and conditional on users response id: open case

removing list collect for MVP. Asks if they already have a docket number but does not do list collect.
