turn /lib into a proper python package #35

Take the functions found in the .py and described here and turn them into a proper package. See https://realpython.com/pypi-publish-python-package/. @nonprofittechy & @BryceStevenWilley any name ideas?

I would just call it form-explorer. you can build a pip package from GitHub, and no reason to copy out of this repo IMHO

Fair. I was thinking cool expansive names that go beyond the explorer to show the package's more general use for assisting folks in form creation. ;)
