Let someone look for examples of a particular kind of form across multiple jurisdictions #54

E.g., for Louisiana, they are designing new standardized forms. It would be nice to quickly pull up examples for e.g., "Fee waiver petition" and see the PDF for 50 states, see the semantic list of fields it asks for, see how redundant the forms are, etc.

This implies we need some kind of robust search feature. Something like solr perhaps, but there might be a lightweight JS/client side alternative like what we use in Docusaurus.
