minor changes #30

  1. updated depreceated GetClientAuthString with new GetClientAuthId (minus one warning now)
  2. added panel url in chat message if user is not vip and executed sm_vipStatus
  3. fixed translation for various command helpers.
  4. changed few text colors to make them more readable.
  5. added sm_reloadtags command to live update the tag on server (for hextags plugin)
