Upgrade base image to latest Ubuntu LTS image (20.04). Reference: https://wiki.ubuntu.com/Releases

Replace deprecated MAINTAINER instruction with LABEL. Reference: https://docs.docker.com/engine/reference/builder/#maintainer-deprecated
