This PR allows the content of sumo.json to be specified directly instead of a Puppet URL in a similar fashion as the file resource.

Whoops, I think there's a bug uncovered by the acceptance tests, finally got those to run. Will fix.

Fixed, though I'd appreciate if there is a cleaner way here (not a puppet expert).
