import of taxonomy_loader should be at top of file #161

Currently required to be in the Taxonomy constructor to work with Python 3.4. Once the Python version is moved forward move it to its correct place.

So far no one has found this to be critical to fix and I do not personally mind the location so I am closing. If someone thinks its worthwhile they can reopen and rectify in code.
